Originally engaged to manage the commissioning and startup of the plant, this project was immersed in trouble from the start of our involvement. A lack of a project management structure and subsequently an adequate plan to guide the project, the effort became one of constant catch up. As the situation worsened the original project manager was dismissed and Apogee Management Group became the owner’s project manager working with the EPC contractor and supporting subcontractors. The inadequacy of the overall project management approach put the project in the tenuous position of significant field based engineering and procurement. The lack of adequate approval and change management undermined predictability of activity completion and lead to installation rework. It was not possible to slow down the construction efforts to regroup and implement appropriate plans and controls due to contractual obligations. This was a project under severe duress.



It was obvious that the framework of a project plan was urgently needed to gain control of the project. An attempt was made to implement appropriate structure into the project that included a predictable schedule, adequate change control and procurement management. Project review meetings were revised to focus on the top three issues that threatened the schedule, engineering activities, procurement and construction activities.  The lack of predictability in this project placed intense stress on all team members and subcontractors. In order to prevent further erosion of project results and team member moral, a major effort at problem and conflict resolution was undertaken.



Attempting to establish a predictable plan to achieve mechanical completion of the plant was elusive due to the ongoing activities of previous phases of the project which remained incomplete – primarily engineering and materials procurement. The reality of this project condition forced the project to remain in a largely reactionary mode through to plant startup. The focused strategy of maximizing communications to optimize the efficiency of activity completion and minimize rework coupled with an aggressive approach to conflict resolution guided the project through mechanical completion and commissioning, enabling initial startup to be completed to meet a critical LNG production date.
